Scotch Plains Township released its Request for Qualifications and Request for Proposals (RFQ/RFP) for the Redevelopment of the Tier 1, Phase 1 section of Scotch Plains Downtown on November 1, 2018.
The Township is seeking qualifications and proposals from qualified and experienced redevelopers to redevelop the approximately 8.22+/- acre public portion of property available for purchase as identified in the Downtown Tier 1, Phase 1 Redevelopment area in accordance with the Redevelopment Plan that was endorsed by the Scotch Plains Township Council on September 25, 2018.
Proposals may also include any of the privately owned parcels or a combination of the publicly owned parcels and the privately owned parcels identified in the Redevelopment Plan.

Scotch Plains will be undergoing a new township design meant to address the needs of the 21st century resident, business owner, landlord, and developer, to create a vibrant community balancing jobs, housing, retail and commercial opportunities. Scotch Plains will be a dynamic area with local transit options, which also provides connectivity to surrounding areas and greater New Jersey. The vision is to provide a broad range of regional and local retail and mixed use opportunities in the corridors of intended redevelopment.
Included in the plan will be a full range of housing opportunities providing access to all levels of income, age and accessibilities. In addition to creating an aesthetically pleasing downtown, the intent is to provide a vibrant area that will be simultaneously self-sufficient and inviting, while at the same time addressing the transit, parking, recreational and open space desires of the community at large.
Township Planner Harbor Consultants introduced the Redevelopment Plan for Tier 1, Phase 1 section of the Scotch Plains Downtown, and was endorsed by the Scotch Plains Township Council at their September 25, 2018 Business Meeting. The Council has authorized the issuance of Request for Qualifications / Request for Proposals (RFQ/RFP) for developers to submit plans for development.

The Scotch Plains Downtown Redevelopment Committee (SPDRC) recently published its 2017 annual summary report to the Township Council. Tom Strowe, Project Coordinator for Redevelopment, presented the key findings and recommendations compiled in the report on behalf of the SPDRC at the Tuesday, January 16, 2018 Town Council Business Meeting. The Town Council voted to accept the report and publish the report on the Township’s website.

As part of the Scotch Plains Downtown Redevelopment effort, the Scotch Plains Downtown Redevelopment Committee instructed our Township Planner, Victor Vinegra of Harbor Consultants to design a conceptual video of a new library/community center/apartment buildings located on the publicly owned municipal parking lot #1. Mr. Vinegra based this concept design on the opinions and comments of Downtown Redevelopment Committee members and members of the public over the course of several meetings.
The above video is just a concept. The images and buildings in the video have not been approved and are not being constructed. This video just demonstrates a potential possibility for that publicly owned property. The Downtown Redevelopment Committee will continue to research alternatives and possibilities for that property, and come to a consensus on what is best for the town. The Downtown Redevelopment Committee will be conducting a survey soon to gather more opinions from residents.
