Scotch Plains Unveils Downtown Redevelopment Plan with Woodmont Properties
On May 18, 2026, the Township and Woodmont Properties, the Township’s designated redeveloper, publicly presented the details of the Scotch Plains Downtown Redevelopment Plan. The Township Council adopted a Downtown Redevelopment Plan in 2021 for Township-owned properties to revitalize the downtown and satisfy a portion of the Township’s constitutionally mandated affordable housing obligations. The Plan’s implementation will ensure that our affordable housing obligations can be fulfilled downtown, which will preserve and protect our residential neighborhoods.
In 2022, the Township conducted an extensive public Request for Qualifications (RFQ) process which assessed proposals submitted by 11 potential redevelopers. Woodmont Properties was selected by the Township to implement the redevelopment plan in 2023 after the RFQ process was completed. Woodmont Properties was chosen based on their experience, proposed architectural design, parking plan, public open space proposal, and financial strength to complete the project.
In July 2023, the New Jersey Department of Environmental Protection (NJDEP) adopted new Flood Hazard Area (FHA) and stormwater management rules impacting all proposed land development projects in New Jersey. Since the adoption of these new rules, the Township’s engineers and Woodmont’s engineers have been working collaboratively in perfecting a plan that respects and is in alignment with the goals and objectives of the NJDEP’s FHA rules.
In 2024, the project received NJDEP Line Verification Approval which approved the flood hazard area design elevations for use in engineering the project. The Township and Woodmont continue to work with the NJDEP on the required Individual Permit Application approvals for the project.
This project recognizes the need to address resiliency planning, climate change, and flood issues. The purpose of the May 18 meeting was to learn about the Downtown Redevelopment Plan, ask questions, and offer feedback as the Township and Woodmont continue to refine the project. East Second Street Revitalization Continues with Mixed-Use Development
In August 2024, Township officials joined Elite Properties in a ground breaking ceremony for a new mixed-use project being constructed at 1776 East Second Street. The project is the result of a redevelopment plan adopted by the Township Council in 2022 and will jump-start the revitalization of East Second Street. The project consists of a three-story building with a total of 40 units with six designated as affordable, along with 2,140 square feet of commercial space, 67 interior parking spaces, amenity space for residents and streetscape improvements. Estimated completion of 18 months, subject to change.

New QuickChek Opens In Scotch Plains
As part of Scotch Plains' redevelopment efforts, the site of the former Jade Isle is now home to the latest generation of QuickChek stores, including a fuel station. A ribbon cutting ceremony was held in 2023 at the Terrill Road location, with dignitaries in attendance to celebrate the big moment.
