SPECIAL MEETING NOTICE

PUBLIC NOTICE IS HEREBY GIVEN that the Township of ScotchPlains has scheduled a Special Meeting for Tuesday, June 30, 2026 at 9:00 A.M.

The purpose of the special meeting is the approval of a redevelopment agreement for Block 12801, Lot 14 and an amendment to the Special Use permit for the World Cup Viewing party. Formal action will be taken at the meeting.

The meetings will be held in the Council Chambers at theTownship Municipal Building, 430 Park Avenue, Scotch Plains, New Jersey. The Township of Scotch Plains does not discriminate against persons with disabilities. TAKE NOTICE, that on Monday, June 1, 2026, the Planning Board of the Township of Scotch Plains, Union County, New Jersey, approved the following application:

Cardamone, James & Robert, 1234 Maple Hill Rd, Block 9602, Lot 6, R-2 Zone, applied for approval to subdivide the existing property into two (2) separate lots, one conforming for the R-2 Zone, and one requiring variances as approximately 13,361 sq. ft. is proposed, and 13,500 sq. ft. is required, and the minimum lot width for a corner lot is 90 ft, with 70.53 ft. proposed.  In addition to the subdivision and variances described, the applicant seeks any and all other variances, waivers, and/or relief that may be required upon review by the Planning Board to construct a one (1) two-and-one-half (2.5) story single-family dwelling on each of the newly created lots.

The Resolution memorializing said approval was duly presented and adopted by the Planning Board at its regularly scheduled meeting on Monday, June 15, 2026.  A copy of the Resolution has been filed in the office of the Planning Board and/or the office of the Municipal Clerk at the Scotch Plains Municipal Building, 430 Park Avenue, and is available for public inspection.

TOWNSHIP OF SCOTCH PLAINS
ZONING BOARD OF ADJUSTMENT

NOTICE IS HEREBY GIVEN, that pursuant to the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., the regular meeting of the Zoning Board of Adjustment of the Township of Scotch Plains is scheduled for Thursday, July 9, 2026 at 7:30 p.m. and held by online/virtual means and telephonically only. The following applications will be heard:


Sheng, Lin-Xu, 528 Hunter Ave, Block 403, Lot 8, R-3A Zone, has applied for the installation of a six-foot fence located along the rear and side property lines. The subject property fronts on Hunter Avenue and is classified as a through lot. As a result, the rear portion of the property is deemed a front yard for zoning purposes. The proposed six-foot fence requires variance approval as this is prohibited under the following:

Section 232.3 Regulations Applicable to All Zones:

i. For the purpose of regulating the locations of buildings on lots extending through between two parallel streets, all portions of a through lot which fronts on a public street shall be subject to the front yard requirements of the zone district in which the lot is located.


o. Fences may be erected, installed, altered or reconstructed to a height of nominally four feet above ground level when located in a front yard area, or to a height of nominally six feet above ground level if located elsewhere on the lot, except that in no case shall any fence be higher than nominally four feet above ground level when located beyond a projection of any front building line of any adjacent improved lots or the setback line of any adjacent unimproved lots.

Rosenberg, Paul & Alexis, 432 Pine Grove Circle, Block 3101, Lot 37, R-3A Zone, has applied for the installation of a 7’ x 7’ hot tub approximately 5 feet from the property line on the Pine Grove Circle side and approximately +/- 28 feet from the rear property line. A variance is required as this is prohibited under the following:

Section 23-2.3 Regulations Applicable to All Zones:

h. No secondary building shall be placed in any other location that violates the front yard of any adjacent property, either developed or undeveloped as it relates/applies to Subsections 23-3.4A and 23.3.4B, and with the provisions of Subsection 23-3.4D [3]. This subsection shall apply to all lots and all configurations, but not limited to cul-de-sac, corner lots, through streets, and any other configuration that my apply.

Phillip, Chad, 1768 Front Street, Block 1102, Lot 15, B1 Zone, has applied for the construction of two, 2-story additions and a new covered porch to the existing single-family residence. The applicant seeks all variances, waivers, and other relief necessary to permit the proposed improvements and the continued use and expansion of the existing single-family dwelling, which constitutes a pre-existing nonconforming use within the B-1 Zone. The requested relief includes the following:

 Section 23-3.9 – B-1 Office and Multifamily Residence Zone: Expansion of a pre-existing nonconforming single- family residential use, as single-family homes are not permitted within the B-1 Zone.
Section 23-3.4A – Minimum Lot Area: 7,500 square feet required; 6,195 square feet existing and proposed.
Section 23-3.4A – Minimum Lot Width: 75 feet required; 50 feet existing and proposed.
Section 23-3.4A – Minimum Side Yard Setbacks: 10 feet from the side street and 10 feet/25 feet combined side yards required; 10.8 feet from the side street, 5.83 feet and 16.63 feet combined existing; 10.17 feet from the side street, 5.43 feet and 15.6 feet combined proposed.

2026 ANNUAL PROFESSIONAL SERVICES

 

PUBLIC NOTICE OF FAIR AND OPEN PROCUREMENT PROCESS

 

In accordance with New Jersey Local Public Contracts Law and N.J.S.A. 19:44A-20.4 et. seq., the Township of Scotch Plains (“Township”), County of Union, a municipal corporation of the State of New Jersey, is soliciting professional services proposals through a fair and open process.   The Township will require the following services for the upcoming calendar year 2026:  Township Conflict Counsel.

 

One (1) original; four (4) copies and one (1) digital copy of your sealed responses to this request for proposals must be submitted to the Township of Scotch Plains, Office of the Municipal Clerk, 430 Park Avenue, Scotch Plains, New Jersey 07076 by no later than 10:00 AM local prevailing time on Thursday, March 26, 206 at which time and place responses are scheduled to be opened by the Municipal Manager or her designee.  

 

Each sealed envelope containing a proposal shall be plainly marked on the outside to clearly show the specific service for which an individual or firm is submitting a proposal.  The proposals will be evaluated by the Mayor and Council of the Township of Scotch Plains and contracts awarded based on (1) individual or firm experience and reputation in the field ( a copy of the resume of each individual performing the work is to be included); (2) knowledge of the Township of Scotch Plains and subject matters to be addressed under the contract; (3) availability to accommodate any required meetings; (4) compensation proposal; (5) at least 2 references with address and phone number; (6) a certification that no immediate relatives of any principal of the firm is employed by, or serve as elected officials of the Township of Scotch Plains; (7) an explanation as to when each individual performing work received his or her license to practice in this State; (8) a copy of the firm’s Certificate of Liability Insurance; (9) a copy of the firm’s Business Registration Certificate, and (10) Submission of the information requested in the RFP.

 

All contracts pursuant to the fair and open process will be awarded by resolution and require a majority vote of the Township Council at a public meeting.  In addition to full compliance with N.J.S.A. 19:44A-20.4 et. seq. New Jersey Business Registration Requirements: NJSA 40A:11-23.2 requires all contractors and subcontractors with public contracting agencies to provide proof of registration with the Department of Treasury, Division of Revenue.

The contractor shall provide written notice to its subcontractors of the responsibility to submit proof of business registration to the contractor.  The requirement of proof of business registration extends down through all levels (tiers) of the project.  Before final payment on the contract is made by the contracting agency, the contractor shall submit an accurate list and the proof of business registration of each subcontractor or supplier used in the fulfillment of the contract or shall attest that no subcontractors were used.

For the term of the contract, the contractor and each of its affiliates and a subcontractor and each of its affiliates [N.J.S.A. 52:32-44(g) (3)] shall collect and remit to the Director, New Jersey Division of Taxation, the use tax due pursuant to the Sales and Use Tax Act on all sales of tangible personal property delivered into this State, regardless of whether the tangible personal property is intended for a contract with a contracting agency.  The Contractor is required to comply with all rules and regulations and orders promulgated by the State Treasurer pursuant to NJSA 10:5-31 et. seq. and NJAC 17:27, P.L.1975, c 127., regarding Affirmative Action, Executive Order 11246 regarding Equal Employment Opportunity, and Chapter 33, Laws of 1977 regarding disclosure of Partners & Stockholders, and all rules and regulations promulgated thereunder, the provisions of which are incorporated herein by reference, and with all provisions of the Local Public Contracts Law, NJSA 40A:11-1 et. seq.  and all rules and regulations promulgated thereunder, the provisions of which are incorporated herein by reference. IMPORTANT NOTES:

  • Council Business Meetings will be held in the Municipal Building Council Chamber (Court Room) and will be open to the public.  Council Conference Meetings, when scheduled, will be held in the Council Conference Room located on the 2nd floor of the Municipal Building or the Municipal Building Council Chamber (Court Room) and will be open to the public.  Council Business Meetings will be broadcast on Scotch Plains Television (SPTV).  Council Conference meetings will not be broadcast on Scotch Plains Television (SPTV)
  • Council Executive Sessions will be held in the Council Conference Room located on the 2nd floor of the Municipal Building or the Municipal Building Council Chamber (Court Room) and will not be open to the public or broadcast on Scotch Plains Television (SPTV).
  • Council Workshop Meetings (i.e. Budget) will be held in the Council Conference Room located on the 2nd floor of the Municipal Building and will be open to the public.  The Council reserves the right to hold any  and/or all Workshop meetings remotely.  These meetings will be scheduled and advertised separately during the year by the Office of the Township Clerk.  
  • In case of a public health emergency, the Township Council of the Township of Scotch Plains (Township Council), may conduct all meetings remotely and by electronic means without providing a physical meeting place. 

 

In accordance with N.J.S.A. 10:4-6 (the “Open Public Meetings Act”) and in adherence to the Department of Community Affairs, Division of Local Government Services (DLGS) guidelines, such remote Meetings  will be open to the public by electronic means, and as such, members of the public may view the meeting by livestream on our public access Channels FIOS 22 and Comcast 34;  or on Facebook Live;  Public Comment will be available through call in during the appropriate comment portions at 908-322-2076.
